This proposal notes that demand is not being met fast enough, and recommends encouraging partnerships among self help groups to provide social collateral, NGOs, micro-finance institutions, and consumer goods companies to help build entrepreneurship. The model leverages amplifiers to found, support, and oversee self help groups, driving local involvement and education.
