This proposal cites safety of and access to water, transportation and search costs, as well as a lack of training and education as major challenges. The team recommends H2Phone, a fee for service model, tapping into the mobile phone market to create and empower a network of partners, ultimately reducing time and search costs, increasing accessibility, and freeing scarce resources.
